FBiH generation declines as brown coal output drops nearly 30% in July

Gross electricity generation in the Federation of Bosnia and Herzegovina fell to 508 GWh, down from 533 GWh in July 2025. Brown-coal output decreased by almost 30% year on year to 211,783 tonnes, compared with 300,931 tonnes. Lignite production also declined to 112,864 tonnes from 140,092 tonnes. Thermal plants accounted for approximately 60.6% of Federation electricity generation during the month.

Coal output weakness and thermal generation share

The July figures indicate pressure on supply conditions in a system that remains heavily reliant on thermal generation. Coal is described as the dominant source of dispatchable electricity in the Federation, linking mine performance to thermal plant availability. Prolonged weakness in coal output could therefore affect how much capacity is available from thermal units. The data also point to broader concerns over the condition of the country’s mining and thermal sectors.

Hydrology constraints and exposure to imports

The impact is amplified by weak regional hydrology. Bosnia and Herzegovina traditionally uses hydro generation to balance its coal fleet and support exports when water conditions are favourable. When hydro output weakens at the same time as coal supply declines, domestic balancing options are reduced. This combination can increase exposure to imports during periods of constrained availability.

Mine investment needs and limits on fuel switching

The source data link ageing mines to requirements for investment to maintain production levels. Older coal plants face rising maintenance costs alongside increasing environmental and carbon-related pressure. At the same time, Bosnia cannot rapidly remove coal because replacement flexible capacity is not yet available at sufficient scale. This limits the speed at which thermal dependence can be reduced using domestic capacity changes.

Fuel imports and transition sequencing pressures

Petroleum-product import data point to a deterioration in domestic energy self-sufficiency. Imports rose to around 140,850 tonnes, from 125,739 tonnes in July 2025, with diesel accounting for about 65.8% of the total. Diesel imports do not directly replace coal generation, but they reinforce the picture of stronger dependence on imported energy. The electricity transition is therefore described as a sequencing challenge.

Carbon costs for coal-heavy exports under EU CBAM

The EU’s carbon border adjustment mechanism adds urgency to reducing coal exposure. Coal-heavy electricity exported to EU markets will face increasing carbon-related commercial disadvantages, affecting the economics of a model that has relied partly on regional power exports. This creates pressure to reduce coal exposure before the underlying system is fully prepared to operate without it . The July data are presented as illustrating this risk.

Coal production was already weakening while thermal generation still represented more than 60% of Federation electricity output . Unless mine performance stabilises or replacement generation accelerates, Bosnia could shift from exporting during favourable conditions toward greater reliance on regional imports during periods when hydro and coal availability are weak.
