Njegovuđa wind farm advances to full environmental impact assessment in Montenegro

Montenegro’s Njegovuđa wind project near Žabljak has moved into a more demanding development phase after the country’s environmental authorities required a full environmental impact assessment. The proposed 92.4 MW wind farm is now entering the stage where environmental, technical and infrastructure constraints must be demonstrated in detail. The decision does not indicate that the project is blocked.

From conceptual pipeline to detailed constraints

The project envisages 14 turbines of approximately 6.6 MW each. That scale is positioned as a meaningful addition to Montenegro’s comparatively small electricity system. While the assessment requirement increases scrutiny, it reflects a shift from early-stage planning into detailed permitting and engineering work. For wind projects in mountainous Montenegro, this is often where development activity becomes more intensive.

Modern turbines of more than 6 MW require substantial foundations, heavy transport routes and large cranes. Blade and tower delivery can involve road widening, bridge checks and temporary traffic arrangements. Mountain conditions also add constraints tied to geotechnical conditions, snow, icing and construction access. Environmental permitting can become complex as a result.

Permitting requirements and grid integration

Wind developments must evaluate impacts on birds, bats, habitats, landscape and protected areas, particularly in sensitive mountainous locations. Grid integration is identified as another critical issue for the project’s progression. A 92 MW project represents a substantial injection into the Montenegrin system.

Connection studies therefore need to cover network reinforcement and plant capabilities related to reactive power, fault ride-through and SCADA communication. The studies also need to address whether the plant can comply with CGES requirements. These elements are part of moving from assessment into technical readiness for connection.

Broader pipeline shift in Montenegro

The Njegovuđa update is also presented as part of a wider trend in Montenegro’s renewables pipeline. The country’s renewable pipeline is described as considerably larger than its existing operating wind fleet. The challenge is no longer limited to generating investor interest, but rather converting proposed megawatts into projects that have completed environmental assessment.

The process includes securing land and access rights, obtaining grid connection and reaching bankable construction status. Njegovuđa is highlighted as an indicator of development quality within that pipeline conversion. If the project clears environmental and technical milestones, it could strengthen Montenegro’s wind portfolio and reduce dependence on hydrology during dry periods.

Wind is described as valuable for complementing solar and hydro due to its production profile. The longer-term opportunity in Montenegro is framed around combining solar, hydro and wind with storage and cross-border trading. However, each large renewable strategy depends on individual projects surviving the development process.

Njegovuđa has now entered that stage, with next milestones including environmental approval, grid arrangements, detailed design and financing. These steps will determine whether 92.4 MW moves from Montenegro’s renewable pipeline into its operating generation fleet.
