Montenegro has extended the development timetable for the 112 MW Sinjajevina I wind farm, with expected commercial operation now targeted for 2030. The revised schedule reflects ongoing permitting and grid infrastructure constraints. The change was formalised through an annex to the government’s agreement with developer consortium Energy 2.
Revised contract windows for development and construction
The government approved an annex that allows the development phase to run for up to 36 months from the original contract date. Construction is permitted for up to 60 months after issuance of a building permit. The adjustment sets new time limits for both pre-construction activities and the build-out stage.
Project scope near Kolašin and environmental approval
The Sinjajevina I project is located near Kolašin and will include 17 turbines. It received environmental approval in August 2025. The environmental clearance forms part of the permitting sequence ahead of construction.
Transmission infrastructure and asset acquisition by CGES
A major element of the project is transmission infrastructure. Energy 2 is expected to build a 35/110 kV substation, a 110 kV line, and the Kolašin 110/400 kV substation. CGES would subsequently acquire these assets for about €40 million.
Land lease and building permit application timeline
Energy 2 secured a 30-year land lease in October 2023. The developer submitted its building permit application in July 2026. The updated timetable shows how transmission works and administrative procedures are increasingly determining when Montenegro’s next renewable projects move toward commissioning.
