Montenegro: Two major wind farms planned for Sinjajevina mountain

Two major wind farms, with a combined capacity of approximately 402.6 MW, are planned for development on the Sinjajevina mountain, as outlined in applications submitted to the Environmental Protection Agency for Environmental Impact Assessment (EIA) decisions.

Energy 2, a local company, plans to build the Sinjajevina I wind farm in Lipovska Bistrica, within the Kolasin municipality. The project will cover about 279 hectares and include 17 wind turbines with a total installed capacity of 112.2 MW. The expected annual net electricity production is 391.654 GWh. In 2023, the Ministry of Finance launched a tender for leasing more than 1.5 million square meters of land in Lipovska Bistrica for this wind farm, with a 30-year lease for its design, construction, operation, and maintenance. The wind turbines will have an installed capacity of up to 7 MW each, and the initial annual rental price for the land is set at 539,000 euros.

The potential of this land had previously been recognized by Energy 2, which requested the lease for land in both Kolasin and Mojkovac municipalities for the development of the Sinjajevina I wind farm.

The second planned wind farm, Sinjajevina II, will be developed by the local company N1 across multiple parcels in the municipalities of Kolasin and Savnik. The wind farm is expected to include 44 turbines, each with a capacity of 6.6 MW, resulting in a total capacity of 290.4 MW. The estimated annual net electricity production for Sinjajevina II is 944.074 GWh. In February, the Ministry of Spatial Planning, Urbanism, and State Property offered more than 2 million square meters of land for lease for the wind farm’s construction. The land was leased for 30 years, with a minimum installed capacity of 6.6 MW per turbine, and an initial annual rental price of 569,500 euros. A lease agreement was signed with a consortium comprising N1, Sistem-MNE, and PerMonte, which was the sole bidder for the tender.

Both projects are expected to significantly contribute to Montenegro’s renewable energy capacity.
