Five-year memorandum on electricity networks and low-carbon technologies
Montenegro and Japan have signed a five-year energy cooperation agreement covering electricity networks, LNG, gas supply and low-carbon technologies. The memorandum is designed as a framework for future investment rather than committing the countries to individual projects. It includes cooperation on grid stabilisation, transmission and distribution infrastructure, and electricity-market development. The agreement also covers more efficient generation technologies.
Gas and LNG cooperation, including potential infrastructure and supply arrangements
Gas and LNG are part of the cooperation agenda, with both sides considering potential infrastructure and supply arrangements. The aim is to diversify Montenegro’s energy sources through possible changes to infrastructure and sourcing options. Cooperation is intended to involve companies, financial institutions, research organisations and public agencies. The memorandum was signed during bilateral talks at the LNG Producer-Consumer Conference in Tokyo.
Support for electricity-system modernisation amid renewable growth
For Montenegro, Japanese equipment, financing and technical expertise are expected to support modernisation of an electricity system. The system is described as facing rapid renewable development and growing requirements for flexibility. The memorandum remains valid for five years. It may be extended by mutual agreement.
Scope of commercial outcomes tied to bankable projects
The commercial significance of the framework will depend on whether it produces bankable grid, storage or supply projects. The memorandum’s role is therefore linked to follow-on initiatives that can move from cooperation plans to investable proposals. Any extension would require mutual agreement under the terms of the five-year validity period.
