Montenegro has granted a construction permit for the 97 MW Tupan photovoltaic plant near Nikšić, advancing one of the country’s larger planned solar developments. The project is planned near the village of Tupan in western Montenegro.

Developer S2P Tupan received the permit from the Ministry of Spatial Planning after securing environmental approval in April. In March, it signed a grid connection agreement with transmission system operator CGES.

Project design and development

The approved plans envisage 131,568 photovoltaic panels across 13 zones, as well as substations and supporting electrical infrastructure. The permit requires construction to start within two years and the project to be completed within five years.

S2P Tupan was established in June 2023 as a subsidiary of Swiss-based S2P Electric. The project adds to Montenegro’s growing pipeline of utility-scale solar developments, as investors seek to harness the country’s renewable resources and expand generation beyond its traditional hydropower and coal portfolio.
