Clarion Engineer has become an OIE Serbia Knowledge Partner, bringing its CBAM Verified Electricity Playbook to the renewable energy industry via a dedicated workshop. The workshop will be included as an official addendum to the RES SERBIA 2026 conference programme. The knowledge partnership links the playbook’s content to a working session format for market participants.
The CBAM Verified Electricity workshop is intended to translate the new EU framework for electricity under the Carbon Border Adjustment Mechanism into operational procedures. It targets renewable electricity producers, electricity suppliers and traders, industrial buyers, and other market participants. The session focuses on how the framework applies in day-to-day processes across the electricity value chain.
CBAM Verified Electricity Playbook and evidence chain scope
The workshop is based on Clarion Engineer’s CBAM Verified Electricity Playbook, which covers the complete electricity evidence chain. This includes steps from renewable generation and power purchase agreements through metering and electricity supply. The framework extends to industrial consumption, MRV, pre-verification, and preparation of evidence for formal verification.
The playbook sets out roles and responsibilities for producers, electricity suppliers and traders, and industrial buyers. It also covers CBAM teams, technical teams, EU counterparties, and verification parties. Alongside role definitions, it describes procedures and evidence exchanges required between these groups.
Clarion Engineer has also developed additional tailor-made CBAM operational playbooks for participants across the European value chain. These include methodologies for EU importers and authorised CBAM declarants. Sector-specific materials are available for steel and aluminium exporters to the EU, including treatment and documentation of relevant precursor materials and embedded-emissions data.
Pre-verification workflow aligned with EU-accredited verifiers
In parallel with the main playbook content, Clarion has produced detailed pre-verification procedures based on the anticipated workflow of EU-accredited verifiers. The mapped process runs from evidence preparation and data reconciliation through sampling and traceability checks. It also includes corrective actions and final verifier handover.
The pre-verification approach is designed to support exporters, producers, importers, and declarants in preparing CBAM files in line with how formal verification is expected to be performed. This includes structuring evidence so that it can be reviewed through the steps described in the verifier workflow.
Workshop focus on integration points between producers and industrial buyers
The OIE workshop places emphasis on integration points between renewable producers and industrial buyers. These include PPAs and electricity supply contracts as well as metering and SCADA records. The scope further covers settlement data, environmental attributes, electricity consumption records, MRV controls, evidence retention, reconciliation, and pre-verification procedures.
The session is structured to address how electricity can be made traceable, MRV-ready, and verification-ready for relevant CBAM applications. Participants are expected to work through the chain from renewable generation to industrial consumption. This includes identifying responsibility for each dataset, control, and documented item.
The workshop also addresses how information should be transferred between counterparties throughout the process. It highlights where verification risks can arise during evidence handling.
Role of RES SERBIA 2026 conference addendum
As an official conference addendum, the workshop will complement the wider RES SERBIA 2026 programme. It provides a specialised working session for companies affected by the interaction between renewable electricity procurement, industrial decarbonisation, and CBAM. Through its Knowledge Partnership with OIE Serbia, Clarion Engineer aims to support preparation of contractual, technical, MRV, and verification processes for a new European carbon-accounting environment.
