Transelectrica signs €66.8m financing for STATCOM and DigiTEL Smart Lines upgrades

Transelectrica, Romania’s transmission system operator, has signed financing agreements with a combined value of 66.8 million euros for grid projects focused on voltage control and digital monitoring of the national power system.

The financing covers two separate initiatives, one centred on reactive power support at a major substation and another aimed at expanding monitoring and operational analytics across the transmission network.

STATCOM installation at 400-kV Gutinas substation

The larger investment will deploy a plus or minus 150 MVAr STATCOM at the 400-kV Gutinas substation in eastern Romania.

The equipment is intended to deliver dynamic voltage regulation at Gutinas, which is described as an important transmission node serving Romania’s Moldova region. The stated purpose is to support grid operation as the generation mix changes.

The project is part of Transelectrica’s 2022-2031 transmission development programme and the CARMEN initiative, and it is designated as an EU Project of Common Interest.

About 48.3 million euros of non-reimbursable support is provided by the EU Modernisation Fund for this initiative.

DigiTEL Smart Lines expansion and line monitoring

A further 18.6 million euros will finance expansion of DigiTEL Smart Lines, a platform used for network monitoring and related functions.

Online monitoring equipment will be installed on 27 overhead transmission lines, enabling real-time observation of technical conditions across those assets.

The programme also extends use of Dynamic Line Rating, which calculates safe transmission capacity based on real-time weather and operating conditions rather than relying only on fixed line limits.

The technology is described as allowing existing transmission infrastructure to carry additional power when conditions permit, potentially increasing usable grid capacity without immediately requiring new transmission lines.

Modernisation Fund approvals timeline

Both projects were submitted for EU Modernisation Fund financing in August 2025.

They were approved by the fund’s Investment Committee and the European Investment Bank in December.
