In a significant move towards enhancing its energy infrastructure, Serbia’s state-owned utility EPS has commenced a public procurement process aimed at preparing vital documentation for the Bistrica pumped-storage hydropower plant. This initiative reflects Serbia’s commitment to advancing its energy capabilities and optimizing resource management.
The contract associated with this procurement is estimated at around €5.2 million. It encompasses the development of a detailed set of technical, planning, and regulatory documents necessary for the construction phase. This proactive approach is intended to secure all required permits and strategic approvals efficiently, minimizing potential delays once construction begins.
A critical aspect of this project involves upgrading the Radoinja dam. The scope of work includes creating both preliminary and detailed designs essential for obtaining construction approval. Additionally, extensive technical studies will be conducted, which will involve geotechnical and seismic analyses, along with advanced hydraulic modeling of key structures to ensure safety and operational effectiveness.
The project also integrates environmental and spatial planning elements. This includes developing solutions for designated areas meant for disposing of excavated materials, supported by comprehensive technical documentation, surveys, and urban planning frameworks necessary for permitting processes.
Further technical efforts will address slope stabilization, regulation of the Kratovska Riverbed, and implementing erosion control measures throughout the broader Bistrica watershed area. These initiatives are aimed at ensuring long-term environmental integrity and structural stability for the project.
The tender additionally encompasses legal and property-related services, including land re-parcellation and expropriation planning. Digital tools will be utilized to streamline these processes. Environmental impact assessments will be prepared for various project components to ensure compliance with both national and international regulatory standards.
Beyond engineering and planning tasks, the selected contractor will also offer advisory support in securing financing. This includes engaging with international lenders such as the Japan International Cooperation Agency (JICA), ensuring that the project meets their technical and financial guidelines.
Bidders interested in participating in this procurement process must submit their applications by May 22. This deadline marks a crucial step in the ongoing development of the HPP Bistrica project, which is poised to play a significant role in Serbia’s energy landscape.
