Serbia’s renewable deployment has accelerated following reforms, while electricity-system reliability has been maintained, according to Dubravka Đedović, Minister of Mining and Energy. She made the remarks during discussions with the Renewable Energy Association of Serbia on investment conditions and potential improvements to the regulatory framework. The country has also tripled its installed renewable-energy capacity since 2022. The next phase of development is expected to be constrained by transmission capacity, storage availability and the ability of system operators to integrate a growing pipeline.
Connection applications outpace available grid capacity
Investor interest in new projects has moved beyond available grid capacity, with applications reaching about 12 GW for connection to the transmission network. Projects seeking access to the distribution system account for an additional 6 GW. Together, this produces an 18 GW connection queue. The figures indicate increasing pressure on EMS and the distribution system.
The combined queue is not equivalent to a bankable construction pipeline, as projects are at different stages across permitting, land acquisition, technical development, financing and grid assessment. Connection requests therefore reflect a range of readiness levels rather than a single construction commitment. Technical development and grid studies remain central to determining what can connect within existing constraints.
Transmission studies and new flexibility requirements
Further renewable growth is described as requiring coordination with transmission investment and wider energy-security requirements. Technical studies by transmission and distribution operators are expected to continue shaping which projects can connect before additional flexibility and storage are developed. This process links new generation additions to system integration capability. It also places emphasis on how quickly grid upgrades and operational measures can keep pace with project demand.
The Government identifies the planned Bistrica pumped-storage hydropower plant and the future Đerdap 3 as strategically important for system flexibility. Both projects are seen as able to absorb larger volumes of intermittent wind and solar generation. They are also expected to provide balancing capacity and reduce curtailment during periods of high renewable output.
Developer scrutiny increases ahead of additional storage
Until new storage becomes available, developers are expected to face greater scrutiny of production profiles, network impacts, balancing arrangements and the firmness of their connection rights. Projects that combine wind or solar with batteries, controllable output and credible market-balancing strategies are described as likely to have a stronger position than generation-only developments. This shift reflects the operational requirements associated with integrating intermittent resources.
The Government does not plan another broad round of regulatory changes at present. Instead, it intends to focus on consistent application of the existing framework alongside technical analysis and continued coordination among investors, the Ministry and system operators. Grid capacity is described as the defining scarcity in Serbia’s renewable market rather than investor appetite.
