Rezolv’s Dama solar and battery project targets 2027 operation in Romania

Dama development in Arad County

Rezolv Energy is developing the Dama solar and battery project in Arad County. The company was established by UK infrastructure investor Actis in 2022. Dama is part of Rezolv’s plan to build approximately 2 GW of Romanian wind and solar capacity by 2028, including the Vifor wind farm in Buzău County. The planned Dama capacity is positioned to exceed 1 GW.

On completion, Dama would be larger than Germany’s 650 MW Witznitz solar project. It could also become the largest individual photovoltaic facility in the European Union. Outside Europe, Turkey’s 1.3 GW Karapınar plant would remain among the largest solar assets in Europe as a whole.

Hybrid design and revenue support

The project includes battery energy storage, creating a hybrid structure intended to reduce exposure to midday price compression. It is also designed to improve the delivery profile offered to electricity buyers. Revenues are expected to combine long-term power-purchase agreements with support under Romania’s contracts-for-difference programme.

Financial close is targeted in the coming months, with commercial operation planned for 2027. Achieving that timeline will depend on grid-connection works, procurement, construction sequencing and the final structure of the contracted revenues.

Romania’s pipeline and solar growth context

Jaroslava Korpanec, an Actis partner and head of Central and Eastern Europe, cited Romania’s regulatory environment as a driver of investment. She also pointed to the project pipeline, access to finance, available land and comparatively efficient permitting.

Romania added an estimated 2.5 GW of solar capacity in 2025, equivalent to annual growth of 45%. This brings total installed solar capacity to approximately 7.6 GW. Solar capacity could exceed 19 GW by 2030, supported by additional utility-scale projects and battery installations.

Scale requirements for large photovoltaic projects

Dama’s size introduces requirements beyond conventional solar construction. A project exceeding 1 GW requires extensive connection infrastructure, careful phasing and a route to market for very large volumes of daytime electricity. The battery component and contracted revenue structure are described as fundamental for financing, particularly as Romania experiences more frequent periods of solar-driven price compression.
