Kozloduy continues operating normally despite exceptionally low Danube levels, maintaining a source of baseload electricity while hydrological conditions disrupt power generation elsewhere in Southeast Europe. Bulgaria’s energy authorities say both operating units are producing according to the approved dispatch schedule. They expect the plant to hold its current output for at least the next three weeks, assuming the river keeps falling at roughly the pace recorded during the previous week.
Dispatch schedule and river-fall conditions
Plant availability is being assessed against ongoing hydrological trends affecting the Danube. Authorities link the expected maintenance of output to continued river decline at approximately the same rate as in the prior week. The operational expectation is tied to whether downstream conditions remain compatible with safe nuclear cooling requirements.
Hydropower weakness and cooling-water constraints
The assurance is described as commercially important because the region is already facing historically weak hydropower production and cooling-water constraints at thermal and nuclear facilities. Any material reduction at Kozloduy would tighten Bulgaria’s supply-demand balance. It could also shift additional demand toward Romania, Serbia, Greece and the wider Central European market.
Danube coordination with Serbia and Romania
Bulgaria has introduced precautionary procedures and remains in contact with Serbia and Romania under regional arrangements for Danube management. The discussions include whether Serbia’s Djerdap hydropower complex could, within its technical and operational limits, help maintain downstream water levels needed for Kozloduy’s safe operation . Any such contribution is limited by Serbia’s own hydrological emergency.
Inflows into Djerdap have fallen to historically low levels, substantially reducing hydroelectric production. Water-management decisions therefore have to balance nuclear cooling requirements, hydropower generation, navigation and environmental obligations along the river . The constraints affect how much water can be allocated to support downstream needs for Kozloduy.
Market exposure amid scarcity premiums
Kozloduy’s continuing availability provides Bulgaria with a stronger position than neighbouring markets experiencing generation restrictions. However, it does not remove risk associated with prolonged heat, further evaporation and continued low upstream inflows that could reduce operational flexibility over time. Even if immediate production remains unaffected, those factors can change conditions relevant to sustained operations.
The market value of Kozloduy’s output is described as greater than its energy volume alone suggests. Stable nuclear generation helps limit exposure to high-priced imports and gas-fired replacement power during periods when regional evening prices show sharp scarcity premiums .
