Croatian state-owned energy services company HEP ESCO has launched a €5.3 million tender for the installation of 90 rooftop solar power plants at HEP facilities across Croatia. Bids are due by 3 November. The procurement covers multiple regions and is structured into five separate regional groups.
Regional group structure and estimated values
The first regional group covers Zagreb and surrounding areas, with an estimated value of €1.2 million. The second group is valued at €770,000 and includes technically demanding locations in Dalmatia, including the Zavrlje, Orlovac, Peruca and Zakucac hydropower plants. It also includes distribution facilities between Split, Nin and Preko.
The third and largest group has an estimated value of €1.21 million. It covers Slavonia and includes solar installations at 20 HEP electricity-distribution and HEP Plin facilities. The cities listed include Virovitica, Pozega, Vinkovci and Vukovar.
The fourth group is estimated at €1.11 million and covers 15 locations in Medjimurje, Zagorje and the Sisak-Moslavina region. The listed sites include the Ozalj hydropower plant. The fifth group is worth €1.035 million, covering 23 sites across Istria, the coastal Primorje region and Gorski Kotar.
Site scope, contracting model, and timeline
The fifth group includes hydropower facilities in Fuzine, Rijeka and Vinodol. It also includes distribution centers in Pula, Rovinj and Opatija. Bidders may submit offers for individual groups or for all five regions.
The selected contractors will deliver turnkey solar systems, including both design and construction, followed by handover of fully operational installations. Contracts are expected to be signed within 90 days of contractor selection. All installations must be completed within 18 months of contract signing.
