The Elektroprivreda Republike Srpske (ERS), the state-owned power utility of Bosnia and Herzegovina, has announced the launch of an international tender for the construction and design of the Trebinje 3 solar power plant. This initiative, which includes a new substation and a high-voltage transmission connection, is projected to require an investment of approximately €32 million, excluding VAT. Interested parties must submit their bids by April 14, 2026.
The project will be executed under an EPC+F (Engineering, Procurement, Construction plus Financing) model, where a single contractor will assume full responsibility for all aspects of the project. The selection process will focus on the most economically advantageous offer, ensuring that both cost efficiency and technical quality are prioritized.
With an intended installed capacity of 53.63 MW, the Trebinje 3 facility is expected to generate around 85.5 GWh annually. The site has been identified as one of the most favorable locations for photovoltaic investments in southeastern Europe due to its advantageous climatic conditions and high solar exposure.
The scope of work encompasses the preparation of comprehensive technical documentation, supply and installation of necessary equipment, civil engineering works, and all supporting services essential for bringing the plant into commercial operation. Additionally, the chosen contractor will be responsible for constructing a new 220/20 kV Zupci substation and upgrading high-voltage bays at the existing Trebinje substation.
A key element of this investment is the establishment of a new 220 kV transmission line connecting Trebinje and Zupci. This involves route planning, tower foundations, structural assembly, as well as electrical equipment installation and commissioning activities necessary to fully integrate the solar facility into the existing grid infrastructure.
Upon completion, the project will undergo rigorous testing and commissioning processes, supported by continuous technical supervision and quality control during construction. A concession agreement for Trebinje 3 was finalized in April 2025, allowing for a 46-year operational period from the date of commissioning. This development aligns with the broader strategy of the Republic of Srpska to enhance renewable energy generation capacity, improve grid stability, and bolster long-term energy security in the region.
