Bulgaria discloses BOTAS LNG volumes as 13-year contract payment data stays undisclosed

Bulgargaz has published LNG delivery volumes handled through BOTAS under their 13-year agreement, while payment information remains withheld. The Bulgarian state gas supplier disclosed the quantities delivered through Turkish terminals but did not release payment data that has become central to the dispute.

LNG volumes delivered via Turkish terminals

Deliveries under the arrangement increased from 664,438 MWh in 2023 to 3.34 million MWh in 2024 and 4.38 million MWh in 2025. Bulgargaz said the volumes corresponded to about 2.5%, 12% and 15.8% of Bulgaria’s annual gas consumption in those years. Their contribution to total imports was lower, at below 1% in 2023, below 4% in 2024 and 5.4% in 2025.

Court ruling and opposition to financial disclosure

Bulgargaz said BOTAS opposed publication of financial data despite a Sofia Administrative Court decision requiring disclosure of both volumes and payments on public-interest grounds. The court ruling relates to the same agreement under which the LNG deliveries were reported.

Reserved-capacity cost estimates and arrears

A report cited reserved-capacity costs at around €500,000 per day, with potential increases to €550,000 in 2026 and €600,000 in 2027. Separately, President Rumen Radev later said Bulgaria owed BOTAS around $360 million. He added that arrears accumulated from July 2024.

Status of the contract and implementation suspension

The agreement was signed by a caretaker government in 2023. It has also been referred to a prosecutor’s investigation. In July, Bulgaria and BOTAS agreed to suspend implementation for 15 months while terms are renegotiated.

The disclosed physical volumes address part of the debate around the arrangement. The broader question of the total cost for securing Turkish terminal and network access relative to gas actually used remains unresolved.
