US extends NIS licence through 11 December 2026, keeping Pančevo refinery running

The United States extended the operating licence for Naftna Industrija Srbije (NIS) through 11 December 2026, allowing crude imports, refining and transactions needed for supply security and technical maintenance to continue. The licence enabling Hungary’s MOL Group to continue negotiating for the Russian-owned stake has the same deadline. The extension reduces immediate disruption risk but does not resolve Serbia’s wider energy exposure.

NIS controls about three quarters of Serbia’s domestic fuels market and operates the country’s only crude-oil refinery, at Pančevo. The refinery’s continued operation depends on the licence covering imports and related transactions.

Separately, Serbia meets roughly 90% of its gas needs with Russian supply. The arrangement has been repeatedly prolonged through annexes rather than replaced by a durable long-term structure.

The two dependencies have different decision centres: Washington determines whether sanctioned NIS can operate normally, while Moscow is critical to the continuity and price of pipeline gas. Serbia’s energy-security debate therefore involves ownership, sanctions compliance and contracting as well as physical infrastructure.

MOL Group has proposed acquiring the Russian-owned stake in NIS under a framework involving a 56.15% stake, with possible participation by ADNOC. Negotiations are ongoing, and completing the acquisition could reduce the sanctions problem.

A durable solution must protect refinery operations, crude access, banking and payment channels, and gas supply. Until then, each licence or gas annex extends the available time without fully removing the risk. The short licence horizon also leaves counterparty, financing and inventory decisions unusually sensitive to politics and sanctions administration.
