The United Kingdom has announced a six-month extension of a special sanctions license that permits the continued operation of several Bulgarian subsidiaries of the Russian energy giant Lukoil. This decision is significant within the context of ongoing sanctions against Russia, allowing these entities to maintain their business activities despite the broader restrictions imposed by the UK government.
The Office of Financial Sanctions Implementation (OFSI) confirmed that the general license will now be valid until 13 August 2026. This extension applies to multiple subsidiaries based in Bulgaria, which are involved in various sectors including refining, aviation fuel, and bunker fuel. The move underscores the complexities of navigating energy operations under sanctions while ensuring energy supply stability in the region.
Initially effective from 14 November 2025, the license was originally set to expire in mid-February 2026. The recent decision by UK authorities effectively prolongs the operational window for these companies, allowing them to engage in specific activities that would otherwise be curtailed by the sanctions framework.
The companies benefitting from this renewed authorization include Lukoil Bulgaria, Lukoil Neftochim Burgas, Lukoil Aviation Bulgaria, and Lukoil Bulgaria Bunker. These entities have been explicitly named in documentation released by the UK Treasury, affirming their compliance with the conditions set forth in the extended license.
