Romania’s Solar Expansion Supported by European Investment Bank Financing

The European Investment Bank (EIB) is set to play a pivotal role in bolstering Romania’s renewable energy landscape through a new financing initiative. This program will facilitate the construction of three significant solar power plants, which will collectively add 190 MW of capacity to the national grid. The anticipated output from these projects is projected to meet the annual electricity needs of over 160,000 households, thereby enhancing the country’s renewable energy portfolio.

Located in Olt County and Dolj County within the Oltenia region, these solar parks are strategically positioned near the Danube River and close to Romania’s border with Bulgaria. Construction is scheduled to commence this month, with expectations for commercial operations to begin by September 2027. This initiative aligns with both national objectives and broader European Union commitments aimed at reducing emissions, increasing renewable energy sources, and decreasing reliance on energy imports.

The EIB’s contribution amounts to 34 million euros, forming part of a larger financing package totaling 121 million euros. The project is primarily backed by Scatec, which holds a 65% ownership stake, while Defic Globe owns the remaining 35%. Additional support is being provided by the European Bank for Reconstruction and Development and BCR. Notably, two of the solar plants have successfully secured Contracts for Difference in Romania’s 2024 auction, which will help ensure stable revenue streams over the long term.

The locations of Dobrun and Sadova for these solar developments are expected to significantly contribute to Romania’s energy security. Furthermore, they are projected to assist in elevating the share of renewables in final energy consumption to exceed 38% by 2030. This move not only strengthens Romania’s commitment to sustainable energy but also enhances its position within the regional energy market.
