Romania’s Electricity Consumption Declines in 2025 Amid Increased Solar Output and Trade Activity

In the first eleven months of 2025, Romania’s electricity consumption reached 45.65 TWh, reflecting a 0.7% decrease compared to the same period in 2024, as reported by the National Institute for Statistics (INS). The industrial sector contributed significantly to this decline, with consumption dropping by 1.1% to 34.54 TWh. Conversely, household electricity usage saw a modest increase of 0.4%, totaling 10.77 TWh. Additionally, public lighting consumption fell by 1.1%, amounting to approximately 349 GWh.

Total electricity production in Romania during this period was 46.43 TWh, down 3.2% from 2024 levels. Notably, thermal power plants generated 15.56 TWh, marking a slight decrease of 1.1%. Hydropower production experienced a significant drop of 18%, resulting in output of only 11 TWh. In contrast, the Cernavodă nuclear power plant increased its output by 1.3%, reaching 10.02 TWh. Wind energy generation also saw a reduction of 3.7%, totaling 5.4 TWh, while solar power production surged significantly by 33.4%, achieving a total of 4.44 TWh, including contributions from prosumer installations.

<pElectricity trade dynamics shifted as exports rose sharply by 32.8%, reaching 13.09 TWh. Imports also increased substantially, up by 37.4%, culminating in a total of 16.81 TWh. These changes indicate a growing reliance on cross-border electricity exchanges amidst fluctuating domestic production levels.

<pExamining primary energy resources, total production for the first eleven months of 2025 was recorded at 15,088.1 million tons of oil equivalent, reflecting a decrease of 2.5% from the previous year. Coal production fell by 2.1%, totaling 1,724 million tons. Oil production saw a more pronounced decline of 7.5%, reaching 2,270.8 million tons, while natural gas production decreased slightly by 1%, amounting to 6,843.4 million tons of oil equivalent.

The overall trends in Romania’s electricity consumption and production underscore significant shifts in the energy landscape, particularly with the rise of solar energy and increased trade activity, which may influence future policy and investment decisions in the region.
