Romania temporarily cuts standard diesel excise by 20% amid price surge

Romania has introduced a temporary 20% reduction in the excise duty on standard diesel after international diesel quotations and domestic pump prices rose sharply. The lower tax rate took effect on 16 August and is scheduled to remain in place until the end of the month.

The government reduced the duty by €106.60 per 1,000 litres, bringing it to €426.20/1,000 litres. The change corresponds to €504.50/tonne.

Diesel market deterioration linked to the tax adjustment

The measure was implemented following a deterioration in diesel-market conditions. During the relevant monitoring period, Platts diesel quotations increased by 34.13%, while the average Romanian retail price of standard diesel rose by 23.01%.

Rather than applying a permanent reduction, Romania is using a mechanism established under Law No. 162/2026. The law allows fuel excise duties to be adjusted temporarily when defined market thresholds are triggered.

Temporary framework and two-week reassessment cycle

The framework is designed to give policymakers a way to respond to sudden international fuel-price shocks while limiting the longer-term impact on tax revenues. Market conditions are reassessed every two weeks, enabling authorities to change or withdraw the reduction as wholesale and retail pricing evolves.

The intervention extends beyond motorists because diesel costs feed into freight, logistics, agriculture and other fuel-intensive sectors. Romanian transport companies are particularly exposed to diesel-price changes, which can eventually affect the cost of goods moved through domestic and regional supply chains.

Scope limited to periods of high market prices

The reduction is structured as a short-term response tied to unusually high market prices rather than a permanent change in the tax structure. This approach is intended to balance relief for consumers and companies against the fiscal importance of fuel taxation.

The next two-week market review will determine whether price conditions continue to justify the lower rate.
