OMV Petrom and Renovatio have obtained €47 million in investment debt from Banca Comercială Română for the Gura Văii wind farm in Bacău County, moving a component of their Electrocentrale Borzești portfolio from development into financed construction. The project is reported to have approximately 50 MW of capacity. It has all necessary permits and a forecast annual net generation of 110 GWh. This level of output implies a capacity factor near 25 per cent.
Loan size, ownership and generation profile
The financing is structured to cover at least 60 per cent of project cost. When the term loan, VAT facility and debt-service reserve arrangements are included, BCR’s wider exposure can reach €61.6 million. OMV Petrom and Renovatio each hold a 50 per cent stake in Electrocentrale Borzești. Based on the stated figures, the investment loan of €47 million for 50 MW corresponds to approximately €940,000 per megawatt.
If debt were exactly 60 per cent of total cost, implied project capital expenditure would be around €78 million, or €1.56 million per megawatt. The final capital intensity may be lower because the loan covers at least 60 per cent rather than precisely that share. The project’s forecast annual net generation remains at 110 GWh. The lender’s base-case assumptions are described as being supported by the relatively conservative capacity factor.
Role within Romania’s wind pipeline and construction timeline
Gura Văii is part of an approximately 300 MW set of wind projects that reached final investment decision in April. The broader group includes the 100 MW Podu Turcului and 155 MW Poiana projects. A separate 657 MW development in Galați has not yet reached FID. Production from the construction-stage portfolio is expected to start progressively from the first half of 2027.
The transaction is presented as reflecting a dividing line between projects with measurable elements and a larger speculative pipeline. Gura Văii has named sponsors, permits, a quantified generation forecast, committed equity and a domestic bank prepared to provide construction debt. Many other projects with preliminary grid approvals are reported to lack some of these elements.
OMV Petrom renewable targets and portfolio approach
OMV Petrom aims to exceed 2.5 GW of renewable capacity by 2030 with partners. The company has about 70 MW operating and 1.5 GW in development. The Gura Văii financing is described as using joint ventures and project debt rather than placing every euro of construction expenditure directly on OMV Petrom’s balance sheet.
