The public consultation for Montenegro’s new Spatial Urban Plan (PUP) for Šavnik has reopened a long-running dispute around the planned Komarnica Hydropower Plant. The process follows a recommendation from authors of the Strategic Environmental Assessment to remove the project from future development plans.

Strategic Environmental Assessment recommendation

The proposal was developed through discussions tied to the municipality’s long-term spatial development framework. Environmental experts involved in the assessment argued that the Komarnica project poses significant ecological risks for the Komarnica canyon and nearby protected natural areas. They said preserving the canyon’s environmental and landscape value should be prioritized over large-scale energy infrastructure in the area.

The recommendation has been presented as part of the planning process rather than as an immediate termination of the hydropower project. It is expected to add pressure on policymakers when they assess future directions for Montenegro’s energy mix.

Energy security versus environmental concerns

The renewed proposal has brought back a debate that has split Montenegro’s energy sector, environmental organizations, and local authorities for years. Supporters of the Komarnica project describe it as one of the country’s largest remaining domestic renewable options, linking it to energy security and reduced electricity imports. They also cite potential support for future industrial demand as electrification accelerates.

The Strategic Environmental Assessment authors said alternative development pathways should be considered within Šavnik’s planning framework, with emphasis on environmental protection and sustainable land-use management. More broadly, governments across the Western Balkans face pressure to expand low-carbon generation and improve energy independence while meeting increasingly stringent European environmental standards.

As consultation continues, the Komarnica project remains at the center of two competing development models described in the planning debate. One model prioritizes expanding domestic electricity production through large infrastructure investments, while another emphasizes preserving high-value natural assets alongside faster deployment of alternative renewable technologies.

The outcome of the Šavnik planning process could shape how future infrastructure proposals are treated in strategic documents. Excluding Komarnica from those documents would represent a major environmental policy shift, while keeping it would likely mean continued progress through future permitting and regulatory stages.
