Montenegrin utility EPCG has selected local engineering firm Sistem-MNE to supervise construction of the 3.2 MW Otilovići small hydropower plant near Pljevlja. Sistem-MNE was the sole bidder. Its offer of €100,000 excluding VAT matched EPCG’s estimated contract value.

Construction and expected generation

Montenegrin company Vigoris Ecotech is responsible for engineering and construction. It won the main contract earlier in 2026. The plant will use two horizontal Francis turbines. It is expected to generate around 11 GWh annually, enough to supply roughly 1,800 households.

Project timeline and EPCG plans

The project has faced delays since EPCG signed a concession agreement with the government in 2022. Otilovići is part of EPCG’s plan to expand renewable generation. The plan also aims to reduce Montenegro’s long-term reliance on coal-fired power.
