JT Grup Oil commissions €28 million fuel terminal at Port of Constanta

Romanian petroleum distributor JT Grup Oil has commissioned a €28 million fuel terminal at the Port of Constanta. The project expands the company’s storage and logistics capacity as it seeks a larger role in regional petroleum trading. The terminal was developed through wholly owned subsidiary JT Terminal Constanta.

Storage capacity and annual throughput potential

The facility includes eight storage tanks with combined capacity of 31,500 tonnes. Based on stock rotation and commercial utilisation, the terminal could handle up to one million tonnes of petroleum products annually. The investment is intended to support multiple transport modes for receiving, storing and redistributing petroleum products.

Operations are set up to move products via maritime, rail and road networks. The infrastructure can accommodate barges carrying between 3,000 and 9,000 tonnes. It can also handle 16 railway tank cars simultaneously on two tracks and process as many as 100 road tankers per day.

Multimodal logistics at Constanta

This multimodal configuration is designed to reduce reliance on any single transport channel while improving distribution flexibility. Constanta is described as Romania’s main Black Sea port, giving the investment a broader regional dimension. The port is an established entry point for petroleum products and other commodities moving toward Central and Southeast European markets.

Additional terminal capacity could support higher trading volumes, strategic stock management and cooperation with international counterparties. For JT Grup Oil, the commercial objective is to combine fuel procurement, storage, logistics and distribution to capture a larger share of the value chain. Storage capacity alone is not presented as a guarantee of profitable utilisation.

The company’s financial returns are stated to depend on throughput volumes, storage tariffs, inventory financing costs and its ability to secure long-term commercial relationships. Alongside the Constanta project, JT Grup Oil is planning further infrastructure investments. A dedicated bitumen terminal is being prepared.

Danube-linked expansion near Orșova

A separate petroleum facility is under development at Dubova near Orșova in Mehedinți county along the Danube. The Danube project is expected to handle approximately 20,000 tonnes per month. Together with the Constanta terminal and the bitumen-related work, the company aims to build a wider petroleum logistics network connecting maritime and river transport with regional fuel distribution.

The investment approach places JT Grup Oil in a market where storage flexibility, supply-chain reliability and access to multiple transportation routes are described as increasingly important commercial advantages.
