Montenegro’s electricity distribution operator CEDIS has launched a cooperation initiative with French partners to upgrade the country’s power distribution infrastructure. The project is also designed to prepare the network for future energy challenges. The initiative is set out in an agreement involving AFD and EDF International Networks.
The framework establishes long-term technical cooperation focused on modernizing Montenegro’s electricity distribution system. It combines financial support with international expertise in advanced grid technologies and network management. The arrangement is intended to support technical work across the distribution segment.
AFD FEXTE funding and EDF International Networks technical support
Under AFD’s FEXTE technical assistance program, up to 290,000 euros has been allocated for the initiative. Additional funding is possible and would be linked to future infrastructure investments. EDF International Networks will provide technical expertise across multiple areas.
The expertise covers smart grid deployment, network digitalization, and automation. It also includes renewable energy integration, investment planning, and system resilience. The support is structured around technical inputs intended for distribution network modernization.
Network assessment, digital transformation recommendations, and financing links
As part of the collaboration, joint teams of experts will carry out a comprehensive assessment of Montenegro’s existing distribution network. The assessment results are expected to feed into recommendations for digital transformation. They will also be used to help define long-term investment priorities across the electricity sector.
The partnership is connected to discussions on future financing for network modernization projects. AFD is evaluating potential support for the reconstruction of six 35 kV substations. It is also considering modernization of numerous 10/0.4 kV facilities throughout Montenegro.
To advance these plans, AFD has already committed 500,000 euros for feasibility studies and preparatory technical work. CEDIS expects that access to EDF International Networks’ experience will strengthen project planning and support implementation of future investments. This includes investments related to smart grid technologies and renewable energy integration.
Part of a broader Montenegro–France strategic cooperation
The agreement is part of a wider strategic partnership between Montenegro and France established in 2025. It reflects cooperation in infrastructure development, energy transition, and modernization of critical public services. The initiative targets improvements in reliability, efficiency, and resilience of the electricity network.
