Romania is preparing a new battery energy storage project in Scornicesti after a financing agreement involving the European Bank for Reconstruction and Development (EBRD) and the developers of the large-scale facility. The transaction is aimed at strengthening the country’s electricity system through additional storage capacity.
Project scale and development partners
The planned installation is designed with 254 MWh of storage capacity and an installed power rating of 127 MW. The facility is being developed through a partnership between renewable energy producer R.Power and Eiffel Investment Group, acting through its infrastructure-focused investment fund.
The battery project is structured to cover the full lifecycle of the asset, with activities spanning development, construction and long-term operation. The EBRD financing approval totals up to 44 million euros.
Financing structure and EU risk support
The EBRD funding will be provided under a non-recourse project finance structure. This approach is intended to support delivery of the battery storage facility over its operational period.
A portion of the overall financing package is backed by the European Union. Out of the total amount, 29 million euros is supported by an InvestEU first-loss guarantee.
Role in renewable integration and grid stability
The Scornicesti battery system is expected to become more relevant as Romania expands its renewable energy capacity. Under the country’s updated energy and climate strategy, renewables are targeted to reach 38.3% of final consumption by the end of the decade.
With additional wind and solar projects connected to the grid, maintaining network stability becomes more complex. Energy storage technologies are described as absorbing surplus electricity during periods of high renewable generation and releasing it when demand increases, supporting grid flexibility and reliability.
The Scornicesti project is expected to support Romania’s energy security and facilitate integration of larger volumes of renewable electricity into the national network. It is also linked to broader energy transition and decarbonization objectives .
