ERS, the state-owned power utility, has awarded a €32 million (excluding VAT) contract for the construction of the Trebinje 3 solar power plant. The project will be delivered under an EPC+F model.
Consortium selected for engineering, procurement, construction and financing
The winning consortium is led by Chinese companies and includes China Shandong International Economic & Technical Cooperation Group, Cewud Energy Construction Investment (Hubei), and Shandong Road & Bridge Construction Group. The group is tasked with engineering, procurement and construction. It is also responsible for arranging project financing under the contract terms.
Tender timeline and second bid rejection
The tender was launched at the end of February and attracted two bids. A competing proposal from China Gezhouba Group was rejected by the evaluation committee. The committee cited that the bid did not meet several technical and financial requirements. Banking documentation submitted with the proposal also raised issues, including elements related to loan insurance arrangements.
Construction schedule and warranty coverage
Under the signed agreement, the consortium must complete the Trebinje 3 project within 18 months. After completion, a five-year warranty period applies. The warranty covers construction quality as well as installed equipment performance.
Site details for Trebinje 3 on Zubci plateau
The solar plant will be developed on the Zubci plateau near Trebinje. The site covers approximately 43 hectares. The development is described as another step in the region’s gradual expansion of utility-scale solar capacity.
