Serbian state-owned utility EPS has launched a public tender for professional supervision of construction works at the 66 MW Kostolac wind farm. The contract is estimated at approximately €275,000. EPS said the scope of oversight is linked to significant construction delays and deviations from the original project schedule.
Oversight requirements under Serbia’s planning and construction rules
The selected contractor will be required to carry out supervision in line with Serbia’s Law on Planning and Construction and related regulations. EPS also expects the supervision team to coordinate with other teams already engaged on the project. The tender documents specify that supervision activities must align with the applicable legal framework while supporting ongoing work.
Daily monitoring, reporting and coordination with project parties
The supervisor is tasked with monitoring construction activities on a daily basis. Responsibilities include verifying the quality of materials and equipment, reviewing the construction log, and preparing weekly, monthly and final reports. The assignment also includes coordination with the FIDIC engineer, the previously appointed supervision team, and the construction contractor.
Notification of irregularities and schedule deviations
The contractor will be required to promptly notify EPS of irregularities, potential risks and deviations from the construction schedule. EPS said this notification process should enable corrective action where necessary. The supervision arrangement is intended to support timely responses to issues identified during construction.
Kostolac wind farm within EPS renewables and decarbonisation aims
EPS stated that the Kostolac wind farm forms part of its broader strategy to increase renewable energy generation. The utility said the project supports Serbia’s national energy and decarbonization objectives. The tender for supervision is therefore tied to delivery of the wind farm’s construction works within EPS’s wider renewable portfolio.
