Serbian state-owned utility EPS has launched procurement for additional professional supervision at the 66 MW Kostolac wind farm, with the contract valued at approximately €275,000. The procurement was launched on 5 September 2025. The move follows substantial delays and deviations from the original construction schedule.
Supervision scope and reporting requirements
The supervision contractor is set to monitor works on a daily basis. The role includes verifying the quality of materials and equipment, reviewing construction records, and preparing weekly, monthly and final reports. The supervision team will also coordinate with the FIDIC engineer, existing supervisors and the principal contractor.
Focus on schedule control and escalation
EPS said the arrangement is designed to strengthen oversight of implementation. A central requirement is rapid escalation of irregularities, risks and timetable slippage to EPS. This is intended to improve control over construction progress while addressing issues linked to the project’s earlier schedule changes.
Kostolac’s place in Serbia’s renewable expansion
Kostolac is part of EPS’s programme to increase renewable capacity within a generation portfolio historically dominated by coal. Delays at the wind project therefore affect the timing of new renewable generation entering Serbia’s electricity system.
