Bosnia and Herzegovina’s state-owned EPBiH has opened a new tender for preparation of the main design of the 16 MW Janjići hydropower plant on the Bosna River. The procurement follows a legal setback related to the project’s environmental permitting.
Tender terms for main design preparation
The contract value is estimated at around €800,000. The lowest offered price is identified as the main selection criterion. Bids must be submitted by 16 October.
Court annulment of environmental permit renewal decision
In April 2025, the Cantonal Court in Sarajevo annulled a decision by the Federal Ministry of Environment and Tourism that had rejected an application to renew the project’s environmental permit. The court ruling addressed a decision concerning the proposed 16 MW facility.
The court found that the ministry misapplied the law, breached procedures, and failed to respect obligations under the Aarhus Convention. As a result, the challenge overturned the ministry’s 2021 decision regarding the proposed plant.
New procurement launched as permitting remains a risk
The new design procurement advances the technical process while environmental permitting continues to represent an execution risk. The tender was launched on 2 September 2025.
