The recent shifts in the oil sector ownership in South-East Europe have unveiled significant vulnerabilities within the region’s electricity generation landscape, particularly concerning coal and lignite. The move towards transparent, market-based oil pricing has exposed the underlying distortions in energy systems that were previously masked. This change has significant implications for countries like Serbia, Bosnia and Herzegovina, and North Macedonia, where coal and lignite remain essential sources of electricity generation, accounting for 45% to 60% of total output.
In Serbia, lignite alone contributes approximately 60% of annual electricity production during hydrologically normal years, with hydropower and limited gas generation making up the remainder. While these resources have historically been viewed as affordable and reliable, the reality is that their economic viability is increasingly questionable as implicit subsidies become unsustainable.
The operational framework for coal and lignite in the region was established under a different economic paradigm that prioritized employment and energy independence over capital efficiency. Many of the lignite plants are now between 35 to 45 years old, with their initial capital costs long since written off. This has led to a perception of low operational costs, typically around €20–25/MWh. However, this view neglects rising maintenance costs, environmental compliance expenses, and the financial implications of state ownership.
The shift in oil pricing has acted as a catalyst for revealing these realities. With the exit of Russian ownership from the oil sector, the protective buffer that previously absorbed energy price shocks has disappeared. Consequently, governments and utilities are now compelled to confront the true financial status of their electricity producers. The apparent affordability of coal and lignite is increasingly seen as a result of deferred costs rather than genuine economic competitiveness.
Maintenance demands for aging lignite plants are escalating sharply. Over the past five years, annual maintenance expenditures have surged by 35% to 50%, necessitating investments of €350–450 million annually just to maintain plant availability. These funds do not enhance efficiency or modernize facilities; they merely extend operational lifespans. Concurrently, mining operations face challenges such as deeper seams and declining calorific values, further driving up generation costs.
Additionally, lignite generation carries a significant shadow carbon cost due to its environmental impact. Although not yet fully incorporated into market pricing mechanisms, projected carbon penalties could add €40–70/MWh by the late 2020s. As regional markets integrate more closely with EU standards, this looming cost will increasingly affect competitiveness against cleaner energy sources.
The implicit subsidies supporting coal and lignite systems are substantial but often hidden within utility balance sheets and state guarantees. Collectively, these costs equate to an estimated 1.5% to 2.2% of GDP annually across coal-dependent economies. In Serbia specifically, politically sensitive electricity tariffs hinder utilities from passing on rising costs to consumers, resulting in chronic underfunding and reliance on emergency state support.
As South-East Europe continues its integration into broader electricity markets, the weaknesses inherent in lignite generation become more pronounced. During periods of low renewable output elsewhere in the region, lignite still plays a critical role in providing baseload power; however, it faces increasing competition from imported electricity during high renewable generation periods. This competition erodes export revenues and forces utilities into defensive strategies that complicate fiscal management.
Looking ahead to 2030, while lignite will likely remain part of the energy mix in South-East Europe, its operational viability will hinge on substantial investment—estimated at €3-4 billion for life-extension projects alone. Without modernization efforts or significant capital inflows, effective generation costs could rise towards €60–80/MWh excluding carbon charges.
The tightening financing conditions driven by environmental regulations will further challenge coal-related assets’ economics. As transparency increases regarding these implicit costs, electricity traders and neighboring systems may benefit from greater market dynamics while state utilities face heightened fiscal pressures.
The transition away from coal does not imply an immediate exit but rather necessitates a strategic approach to managing hidden subsidies openly versus allowing them to accumulate until they become unmanageable. Thus, lignite represents a critical juncture in South-East Europe’s evolving energy landscape post-Russian influence.
