Bosnia and Herzegovina: ERS-Renewable Energy moves forward with Cijevna 3 SHPP

A request for a preliminary environmental impact assessment (EIA) for the Cijevna 3 small hydropower plant (SHPP) has been made available for public review following the transfer of the concession contract from Elektro-Doboj to ERS-Renewable Energy at the end of last year. The EIA, prepared by the UNIS Institute from Istočno Sarajevo, outlines key details about the project, including the planned reservoir area, which will cover approximately 1,350,000 square meters and include the dam and related structures.

Located upstream of Modriča, the Cijevna 3 SHPP will be part of a larger scheme to regulate and harness the Bosna River between Doboj and Modriča. Due to the relatively flat terrain of the Bosna River in this area, a cascading run-of-river hydropower system is proposed to maximize the available topographical drop. The plant is expected to have a capacity of 13.9 MW and an average annual electricity production of 69 GWh.

The technical design of the project includes a concrete gravity dam with structural blocks, a central evacuation section, and a powerhouse integrated into the dam structure near the left bank of the river. The project aims to support flood protection, river regulation, and energy utilization in the region.

The concession contract for the project was transferred to ERS-Renewable Energy because Elektro-Doboj, as a distribution company, is not authorized to engage in electricity production under the Electricity Law. As of now, around 4.5 million euros have been invested in the construction of the SHPP. Preliminary work such as exploratory drilling, the completion of most project documentation, and the securing of approximately 40% of property rights through expropriation processes have already been carried out.
