Vetrozelena inspection tender launched for Serbia’s 300 MW wind project

Technical inspection tender for commissioning readiness

Construction of the 300 MW Vetrozelena wind farm near Pancevo is moving into a technical-assurance phase. The project company is seeking a licensed contractor to inspect infrastructure needed before trial and commercial operation. The tender covers the technical inspection process, with bids due by 31 August.

The selected contractor will examine completed elements of the overall project and prepare documentation as different sections progress toward trial operation and eventual licensing. The inspection is intended to support the compliance and permitting steps that follow physical construction.

Scope covering substation, transmission line and switchyard

The inspection scope extends beyond the wind turbines themselves. It includes 12 facilities and functional units, such as the project’s 35/400 kV substation, a 7.5-kilometre 400 kV transmission line, and the second phase of the Cibuk 1 switchyard.

Licensed specialists will review construction works, design documentation and equipment certificates. Their checks focus on whether completed infrastructure aligns with permits, approved designs and Serbian technical regulations, with any deficiencies recorded for follow-up.

Staged reporting and inputs for trial operation and permits

The inspection will be carried out in stages, with separate preliminary and final reports prepared for individual parts of the project. The contractor will also provide assessments required for trial operation.

In addition, supporting documentation will be assembled for the eventual operating permit. This includes materials needed as sections move through testing toward commissioning requirements.

Grid connection package delivered by Elnos Srbija

The grid connection is being delivered by Elnos Srbija. Its scope includes four 90 MVA transformers, a six-bay 400 kV switchyard, the transmission line, and associated distribution and telecommunications works.

Sinohydro Corporation, part of PowerChina Construction Group, is participating in the broader construction programme that supports delivery of the wind project infrastructure.

Turbine configuration and construction timeline

Vetrozelena is planned as one of Serbia’s largest wind projects. It will comprise 48 turbines, each rated at 6.25 MW.

The main construction timetable started after EPC contractors received their notice to proceed on 15 May. Works are expected to take approximately two years, while the completed wind farm is designed for an operating life of roughly 30 years.

The electrical connection package reflects the scale of system integration required for a dedicated 400 kV link. Commissioning involves transmission-scale substations, transformers and switchyard works to move variable generation into Serbia’s high-voltage network, with this tender representing progress from construction toward compliance, testing and permitting ahead of commercial operation.
