Montenegro’s average household electricity bill increased in July 2026, reaching €42.36. That compares with €33.80 in June, up by 25.3%. The July average was also 5.4% higher year on year versus €40.19 in July 2025.
Municipal differences in average monthly billing
The national average masked wide variation across municipalities. Pljevlja recorded the lowest average monthly bill at €21.40. Ulcinj was at the top of the range with an average of €69.60.
Bills distribution across household payment brackets
Even with the higher national average, more than half of households stayed in the lowest billing bracket. Around 55.6% of households are set to pay less than €30. Another 19.74% will face bills between €30 and €50.
A further 17.38% of households will pay between €50 and €100. Bills above €100 apply to 7.28%. Payment discounts remain a factor in the retail market.
Discount eligibility and household electricity consumption
A total of 133,660 regularly paying customers qualified for a discount. This corresponds to around 32.1% of Montenegro’s consumers.
EPCG said households consumed 147.8 million kWh during July. That was 23.94% higher than June and 2.75% above July 2025.
Seasonal pattern and regional demand variation
The data indicate a seasonal effect on both bills and consumption. Monthly household consumption rose at almost the same pace as the average bill, while the year-on-year consumption increase was relatively modest compared with the larger rise in average payments.
The higher average bill in Ulcinj also reflects geographical differences in summer electricity demand between Montenegro’s coastal and northern municipalities.
