As Europe navigates its ambitious energy transition, the execution of power generation and infrastructure projects has emerged as a critical challenge. With core EU markets like Germany facing simultaneous retirements of legacy assets and expansions in renewable energy, the urgency for timely project delivery has intensified. In this context, Serbia is positioned not merely as a peripheral supplier but as a vital execution buffer that mitigates risks associated with project delays and resource constraints.
The current landscape reveals that execution volatility has become a hidden cost in energy projects across Europe. Delays in grid connections, contractor availability, and engineering capacity are now significant factors influencing project economics. Utilities and investors are grappling with the paradox of technically viable projects becoming increasingly fragile due to these execution challenges. Consequently, Serbia’s industrial capabilities offer a solution by absorbing some of this execution-heavy burden from core markets.
Serbia’s competitive edge lies in its elastic industrial capacity, which can be scaled efficiently without the cascading constraints seen in Western Europe. The establishment of energy-related facilities in Serbia typically requires an upfront capital expenditure of €8–15 million, significantly lower than the €30–60 million needed in core EU markets when accounting for land and permitting costs. This elasticity allows Serbian facilities to align directly with contract-backed demand, minimizing stranded asset risks for original equipment manufacturers (OEMs) and engineering, procurement, and construction (EPC) contractors.
Moreover, Serbia benefits from a skilled labor market that supports energy equipment fabrication at competitive costs. While fully loaded labor costs in Serbia range between €18–30 per hour, similar skilled labor is scarce in Germany and commands €70–80 per hour.
