Applied energy engineering: The missing near-sourcing link in Europe

The energy transition in Europe is increasingly characterized by a critical need for enhanced engineering capabilities, which are essential for the successful execution of large-scale energy projects. As the focus on hardware manufacturing and raw materials continues, the underlying challenge lies in the engineering processes that underpin these initiatives. The fragmented nature of engineering capacity across utilities, original equipment manufacturers (OEMs), and engineering, procurement, and construction (EPC) contractors has resulted in a bottleneck that hinders project delivery.

Large energy projects require extensive engineering input before construction can commence. This includes detailed electrical and civil design, grid stability studies, and regulatory documentation, all of which form the backbone of project execution. These tasks are not confined to specific geographic locations; rather, they demand accuracy and compliance with EU standards while being integrated into European project teams.

Serbia is emerging as a strategic player in this context, offering a solution to the engineering capacity challenge faced by European utilities. Serbian engineering centers can effectively serve as extensions of EU project teams, leveraging geographic proximity and shared time zones for real-time collaboration. This model enhances the overall engineering throughput without undermining the authority of EU-based entities, ensuring that design ownership and compliance remain firmly within European control.

Establishing an energy-focused engineering center in Serbia entails an upfront capital expenditure of approximately €3–6 million. This investment covers essential infrastructure such as high-performance IT systems and quality management protocols. Given that individual energy projects often involve total capital expenditures ranging from €200 million to €500 million, this initial cost is relatively minor. Moreover, annual costs for engineers in Serbia are about one-third lower than those in Germany, providing a compelling financial rationale for this near-sourcing model.

European utilities and EPC contractors are currently grappling with internal engineering saturation due to multiple concurrent projects. This saturation leads to delays not from financing issues but from overwhelmed internal teams. By utilizing near-sourced engineering resources, these companies can streamline design tasks, allowing for parallel processing of studies and enabling internal specialists to concentrate on critical decision-making rather than routine tasks. This shift results in shorter project timelines and reduced execution risk.

The modular nature of applied energy engineering makes it particularly well-suited for near-sourcing arrangements. Key activities like grid studies and control logic development can be efficiently executed remotely using standardized software environments. When governed by EU-aligned quality assurance systems and peer-review protocols, these tasks can be effectively managed regardless of physical location.

This approach not only bolsters European control over engineering processes but also provides tangible economic benefits. Serbian centers operate under EU governance frameworks, ensuring quality guarantees while functioning as capacity multipliers rather than substitutes. For European clients, this translates into faster project execution and lower overhead costs. For Serbia, it means the development of high-value export-oriented engineering services and stable employment opportunities.

As Europe intensifies its efforts toward grid reinforcement and renewable energy integration, the demand for robust engineering capabilities will only grow. Near-sourcing applied energy engineering to Serbia presents a practical solution to address these challenges. With modest initial investments and lower operating costs focused on throughput enhancement, Serbian engineering centers are positioned to become pivotal contributors to Europe’s energy transition strategy.
