PPC moves 60 MW/129 MWh battery toward construction with Târgușor wind farm

PPC Renewables is advancing a 60 MW/129 MWh battery project alongside its operating 120 MW Târgușor wind farm. The battery is being moved closer to construction as hybridisation spreads to operating renewable assets. The development is located in Constanța, where the battery would be colocated with the existing wind facility.

Romanian regulator ANRE is expected to consider establishment authorisation for the Zephyr 1 battery project. The investment is estimated at roughly €24.7 million, including about €2.7 million in support from the EU Modernisation Fund. While the project was previously announced, progress into the establishment-authorisation stage marks a more advanced milestone.

Project readiness and siting for Zephyr 1

The establishment-authorisation process requires the developer to show greater project maturity. This includes financing and technical readiness ahead of further steps. The battery’s planned colocated arrangement with PPC Renewables’ existing wind farm in Constanța links the storage buildout to an operating generation asset.

The battery market context differs from earlier storage deployments in Romania, where the first major wave was dominated by solar. Wind-storage hybridisation targets a different operational profile than solar-linked systems. Solar batteries typically charge during predictable midday surpluses and discharge during evening peaks, while wind output can occur overnight or when solar generation is absent.

How wind-storage hybridisation affects dispatch and grid constraints

By pairing storage with an operating wind farm, developers can smooth production and manage imbalance exposure. The setup also supports shifting electricity delivery toward higher-value hours. It may additionally reduce curtailment risk when local networks are congested.

Romania’s storage market has expanded rapidly during 2026. Large developers are planning systems measured in hundreds of megawatt-hours and in some cases gigawatt-hours. State support is increasingly prioritising flexibility rather than only financing additional renewable generation capacity.

Second-wave storage: retrofits and colocations

The Zephyr 1 project is smaller than some recently announced batteries, but its significance is tied to the asset it accompanies. Storage is no longer being designed only into new solar developments. Instead, it is increasingly being retrofitted or colocated with existing operating renewable plants.

This approach can support a second-wave market for storage across Romania’s installed fleet of wind and solar assets. Grid connections and generation profiles from existing plants could potentially support battery additions. For owners, adding storage can extract more value from infrastructure they already control, while variable renewable plants become more manageable market participants.

PPC’s next step at Târgușor indicates that battery deployment is spreading across operating generation fleets rather than remaining limited to projects still under development . The shift aligns with a move from renewable capacity growth toward renewable optimisation .
