Bulgaria backs 3 GW solar and 15 GWh batteries with near-€1 billion public support

Almost €1 billion in public support has helped underpin around 3 GW of solar generation and 15 GWh of battery storage in Bulgaria. The European Bank for Reconstruction and Development said the Recovery and Resilience Plan funding mobilised several times the public contribution in private investment. The programme links renewable generation with large-scale battery deployment.

The approach follows several recent Bulgarian projects that pair photovoltaic plants with multi-hour storage. The scale is described as significant, with a 15 GWh battery pipeline capable of affecting wholesale price formation and balancing-market competition. It also supports Bulgaria’s ability to shift surplus solar electricity into higher-value evening periods .

Solar growth and price dynamics in Bulgaria

Bulgaria has expanded photovoltaic generation rapidly, creating periods of low or negative daytime prices. During the same period, neighbouring Romania and Hungary have experienced evening scarcity and import dependence. Storage is positioned to hold back part of midday surplus and release it when regional prices rise.

This operational shift is expected to improve solar capture prices domestically while strengthening Bulgaria’s role as an exporter of flexible electricity rather than simply surplus generation. The EBRD said it is also discussing additional battery projects with government and private investors, indicating that the current pipeline may not represent the final scale of development .

Network constraints and project development

Grid capacity is expected to remain a constraint for battery deployment. Large batteries require strong connection points and can compete with new generation for limited network headroom. Even so, Bulgaria’s investment cycle is described as moving beyond individual battery projects.

The country is building storage at a scale that could influence the wider Southeast European market. If most of the 15 GWh reaches operation, Bulgaria could become an important regional source of evening flexibility as solar-driven volatility increases .
