The first shipment of photovoltaic panels has arrived in Romania for four large-scale solar power plants developed by OMV Petrom and Energy Complex Oltenia (CE Oltenia), marking the start of equipment deliveries for one of the country’s largest renewable energy projects to date. The panels are intended for the 550 MW portfolio.
Unloading and phased transport to project sites
The panels were unloaded at the Port of Constanța. They will be transported in phases to the project sites in Ișalnița, Tismana, and Rovinari. Installation work is expected to begin as deliveries reach each location.
Construction teams will operate in parallel across all three sites to accelerate progress. The delivery approach is linked to the start of installation activities at each location.
Scale of equipment and logistics during construction
In total, the project will require around 800,000 photovoltaic panels. Logistics are expected to involve approximately 1,500 truck transport movements throughout the construction period. The figures cover equipment movement during the build phase.
Once completed, the four solar power plants will have a combined installed capacity of approximately 550 MW. Commercial operation is planned for 2027. The facilities are expected to generate enough electricity to supply around 500,000 households annually.
Investment structure and EU Modernisation Fund support
The total investment exceeds €400 million, with roughly 70% financed through the EU Modernisation Fund. The first tranche of funding, valued at around €70 million, was disbursed in December 2025. Funding is tied to the project’s development schedule.
The projects are being developed through a joint venture with equal ownership between OMV Petrom and CE Oltenia. For CE Oltenia, the solar portfolio is described as a key pillar in its restructuring strategy aimed at reducing dependence on coal by expanding renewable generation capacity. For OMV Petrom, the project supports its position in Romania’s renewable energy sector and its broader transition strategy.
