Romania’s OMV Petrom has advanced construction of a €560 million sustainable-fuels complex at its Petrobrazi refinery, with commissioning targeted for 2028. The project is part of a broader effort to add new liquid-fuels capacity on site.
Construction progress and major equipment
Major reactors and processing columns have been installed as part of the build-out. Some equipment has reached heights of up to 60 metres. Foundation work used about 20,000 cubic metres of concrete.
Planned output and feedstock inputs
The sustainable-fuels plant is designed to produce approximately 250,000 tonnes of sustainable aviation fuel and renewable diesel annually. Feedstocks are expected to include vegetable fats and used cooking oil. The next phase will focus on completing equipment installation and integrating the new units with the existing refinery. Testing and verification are planned before commercial production.
Green hydrogen integration
The development is being integrated with a separate €190 million green-hydrogen programme. Two electrolysers with combined capacity of 55 MW are planned, with hydrogen intended for use in producing lower-carbon liquid fuels. Construction of the sustainable-fuels facility began in 2025.
Market positioning and return drivers
The combined investments are intended to position Petrobrazi for markets where liquid fuels will remain difficult to replace, particularly aviation and heavy transport. OMV Petrom’s early position in southeastern Europe’s sustainable-fuels market depends on access to affordable feedstock and green electricity. Returns also rely on whether premium airlines and fuel suppliers are willing or required to pay for lower-emission products.
