HSE construction permit for 1.38-MW solar and 1.25-MW/5-MWh battery at Zagorje landfill

Slovenian power utility HSE has secured a construction permit for a solar and battery project at the former Kamnolom Zagorje municipal landfill in Zagorje ob Savi. The development is planned on a site designated for redevelopment in 2027. The project combines generation and storage equipment with site works.

Planned solar and battery capacities

The planned system includes a 1.38-MW solar plant and a 1.25-MW/5-MWh battery system. Annual electricity production is estimated at 1,437 MWh. A four-hour battery will store part of the solar output for later release.

The storage arrangement is intended to improve how the project interacts with the distribution network. It is also designed to add flexibility to local generation. The battery duration is specified as four hours within the project description.

Drainage works and Just Transition Fund support

The development includes drainage works aimed at improving rainwater management. The works are intended to reduce infiltration into the former landfill body. These site measures are part of the overall redevelopment scope.

Part of the investment is expected to be financed through Slovenia’s Just Transition Fund. The project is described as small in power-market terms while combining three policy objectives: new renewable generation, electricity storage, and rehabilitation of degraded land.

Use of industrial and municipal sites for renewables expansion

HSE said former industrial and municipal sites provide a route to expand renewables without competing for undeveloped land. The company linked this constraint to expectations that it may become more important as Slovenia’s solar pipeline grows.
