In a significant move towards enhancing its renewable energy infrastructure, Croatia is set to develop a large-scale artificial intelligence campus in Topusko. The project, spearheaded by Pantheon Atlas, aims to integrate advanced data capabilities with sustainable energy sources, marking a pivotal shift in the country’s approach to technology and energy.
The proposed facility will feature a 500 MW solar power plant alongside a substantial battery storage system capable of 2,000 MW and 8,000 MWh. This infrastructure is designed to provide direct electricity supply to the campus, reinforcing the commitment to renewable energy. Greenvolt International Power, based in Portugal, has already committed to supporting the development of energy solutions on-site through a signed letter of intent.
In addition to the campus itself, the project includes extensive upgrades to the regional power grid. Plans are underway for the construction of four 400 kV transmission lines, which will facilitate the integration of up to 5.2 GW of additional renewable capacity into Croatia’s electricity network. This enhancement is expected to significantly improve the country’s capacity to manage and distribute clean energy.
The data center component of the campus is projected to achieve an installed capacity of 1 GW, with approximately 800 MW allocated for artificial intelligence computing tasks. The initial site will cover over 125 hectares, with potential expansion up to 180 hectares depending on future demand for services.
The first phase of construction, estimated at around €12 billion, is slated to commence in early 2027, with operational commissioning targeted for early 2029. Over time, total investments could surpass €50 billion, particularly as more hyperscale tenants are attracted to the facility.
The economic implications of this project are substantial. It is anticipated that around 3,000 jobs will be created during the construction phase, followed by approximately 1,500 permanent positions once operations begin. Local authorities in Sisak-Moslavina County have expressed strong support for the initiative through a formal cooperation agreement aimed at facilitating its development.
