Bulgaria’s 2026-2030 plan keeps nuclear and coal central while expanding storage

Bulgaria’s 2026-2030 energy programme places nuclear generation, coal-fired reserves and gas storage at the centre of the power system strategy. The plan also calls for expanded storage, gas infrastructure and renewable generation over the same period. The approach is set out as part of a new national programme covering 2026 to 2030.

The strategy maintains a diversified generation mix including nuclear, coal, natural gas, hydropower and renewables. It also includes support from batteries and stronger transmission infrastructure. Dispatchable capacity is highlighted as increasingly important during periods when drought, nuclear outages or weak renewable output tighten regional supply.

Kozloduy extension and potential new reactor options

Bulgaria intends to extend the operation of Kozloduy units 5 and 6. At the same time, it plans to pursue units 7 and 8 using AP1000 technology. Small modular reactors are also stated to remain under consideration.

Coal-fired power stations would not be removed immediately from the system. Instead, selected capacity would be retained as a strategic reserve for peak demand and emergency conditions. This reserve approach is linked to periods when regional supply constraints coincide with reduced generation from other sources.

Gas storage expansion and pumped hydro priorities

Bulgaria plans to expand the Chiren underground gas storage facility to 1 billion cubic metres. The expansion is intended to strengthen management of seasonal supply fluctuations. New pumped-storage hydro projects are identified as another priority within the plan.

Regional role between Greece, Turkey and Central Europe

The strategy reinforces Sofia’s ambition to position Bulgaria as an energy hub between Greece, Turkey, Romania, Serbia and Central Europe. The stated relevance of this role is tied to LNG moving north from Greek terminals. It also reflects cross-border movement of renewable electricity and the use of batteries in Bulgaria to absorb surplus solar generation produced elsewhere in Southeast Europe.
