Slovenia revises regulated fuel pricing to limit diesel and petrol increases

Slovenia is changing its regulated fuel-pricing formula and extending tax-related relief as higher wholesale oil prices raise costs for households and businesses. The government’s package is expected to reduce the increase in diesel prices by about €0.07 per litre.

Regulated price methodology changes for petrol and diesel

From September 22, provisions related to bio-components will be removed from the methodology used to calculate regulated prices for 95-octane petrol and diesel. The temporary adjustments are aimed at limiting transport costs and reducing the risk that fuel-price increases feed into broader inflation. Slovenia’s renewable-energy obligations in transport will remain unchanged.

Extension of energy-efficiency levy suspension

Slovenia will extend the suspension of its energy-efficiency levy until December 15 for petrol, diesel and extra-light heating oil. The measure reduces the tax-related component of retail fuel prices.

Excise duty review and retailer margin limits

The government is awaiting approval to reduce excise duties further, which would provide additional room to lower pump prices if wholesale markets remain elevated. Authorities are reluctant to cut retailer margins, with the existing regulated margin set at €0.115 per litre. Officials said a further reduction could weaken the economics of fuel distribution, particularly at smaller stations.

As a result, Slovenia is focusing on levies, excise duties and the regulated price formula rather than applying additional pressure on retailers. The approach provides consumers partial relief without fully insulating them from international oil prices. The durability of the measures depends on how long wholesale fuel costs stay high and how much fiscal space the government uses to contain the domestic impact.
