Romania solar build-out accelerates with 1.5 GW installed in early 2026

Romania’s solar sector is moving from a development pipeline toward fully financed construction. In the first five months of 2026, the country installed around 1.5 GW of new solar capacity. Deployment during the period was driven by both utility-scale projects and prosumer installations. The pace of additions is set to support an outcome of exceeding Romania’s previous annual installation record.

Construction momentum and financing for utility-scale projects

Project development quality is improving alongside the shift into construction. Electrica’s 62.5 MW Satu Mare 3 solar project has entered construction under a €27.9 million EPC contract. R.Power has also secured €42 million in project financing for a 75 MW solar portfolio.

OMV Petrom and CE Oltenia are advancing four solar parks with a combined capacity of around 550 MW. Investments for the portfolio exceed €400 million. The projects are described as being supported by committed investors, secured financing, experienced contractors, and grid connection strategies.

Hybrid solar-battery plans and corporate procurement mechanisms

The next phase of growth is expected to be shaped by hybrid renewable projects combining solar generation with battery storage. The planned Ogrezeni project includes 760 MW of solar capacity and 1 GWh of battery energy storage. This configuration aligns with the market direction described for Romania’s large-scale solar build-out.

As renewable penetration increases, large-scale solar projects are expected to rely on battery storage, power purchase agreements (PPAs), and advanced grid management solutions to support long-term financial viability. Romania is reopening the PPA market and is planning accession to the Association of Issuing Bodies (AIB). The changes are expected to strengthen corporate renewable procurement through higher value guarantees of origin .

Grid access reforms under consideration

Grid access remains the sector’s most significant challenge in Romania. The country is preparing to replace the current first-come, first-served grid allocation model with a competitive auction system. The stated aim is to improve transparency and encourage more efficient network development.

As the market matures, project selection is expected to place emphasis on secure grid capacity, robust offtake strategies, and realistic construction schedules . This is described as reinforcing Romania’s transition toward bankable infrastructure delivery rather than rapid pipeline growth.
