R.Power, a pan-European electricity producer, has announced a significant capital boost of €250 million aimed at advancing its battery storage project in Romania. This funding, facilitated by the European Bank for Reconstruction and Development (EBRD) and the Three Seas Initiative Investment Fund, underscores Romania’s growing importance in R.Power’s strategic focus on energy storage solutions. The planned facility in Scornicesti, Olt County, is designed to have a capacity of 127 MW/254 MWh and is slated to commence construction in 2026.
The recent equity raise has notably altered R.Power’s ownership dynamics, with institutional investors associated with 3S Holdings now possessing nearly 30% of the company. Despite this shift, the founders and senior management maintain operational control, which positions R.Power to pursue further expansion into various European markets effectively.
The Scornicesti project is particularly significant as it will function partially on a merchant basis. This model ties its revenue generation to prevailing market conditions rather than relying exclusively on regulated support mechanisms. As renewable energy production from wind and solar sources continues to rise, large-scale battery storage projects like Scornicesti are increasingly recognized as essential components of the energy network. They provide necessary grid flexibility, help alleviate congestion, and support balancing and ancillary services where market participation is allowed.
By adopting a market-driven revenue approach, this initiative demonstrates confidence in the evolution of Romania’s flexibility and system services markets. The introduction of large battery installations such as the one planned for Scornicesti is expected to establish new technical and contractual benchmarks, including grid connection protocols and participation in balancing mechanisms. This could facilitate a broader acceptance of energy storage technologies across the region.
Established in 2010 and based in Warsaw, R.Power has developed a notable presence in the European energy sector, with 1.4 GW of capacity either operational or under construction and over 12 GW of projects spanning six countries, including Romania. Earlier in 2025, R.Power progressed the Scornicesti initiative through a joint venture with Eiffel Investment Group, selling a 49.99% stake to aid in financing, constructing, and managing the battery storage facility over the long term.
