North Macedonia is pressing ahead with the Čebren pumped storage hydropower plant through ESM, the state-owned utility. The renewed push follows multiple failed tender rounds, including an abandoned process that involved a Greek consortium of PPC and Archirodon. Skopje now appears close to concluding that a state-led approach is needed to move the project forward.
Project scale, cost and performance targets
The Čebren project is estimated to require around €1.5 billion in investment costs, including financing costs. That level would place it among the largest energy infrastructure commitments in North Macedonia’s history. Prime Minister Hristijan Mickoski has defended the project’s viability, citing internal analyses that indicate an IRR above 10%.
Earlier development concepts for Čebren placed installed capacity in a range of 333 MW to 458 MW. Expected annual generation was described as between 1 TWh and 1.2 TWh, depending on hydrological conditions and the operational configuration of the plant.
Role in balancing renewables and power system operations
The project is positioned against growing pressure on North Macedonia’s power system to integrate higher shares of renewables. At the same time, the country faces a gradual decline in coal-based generation. In this setting, Čebren is described as a dispatchable storage and balancing asset.
The plant would be intended to stabilise the grid and support peak demand periods. It is also framed as a way to reduce reliance on imported electricity during regional supply constraints. The flexibility associated with pumped storage is also linked to enabling more ambitious solar deployment by absorbing variable generation.
Multi-purpose water management linkage
Čebren is also being presented as a multi-purpose water management system. The government links the project to future drinking water security and to irrigation needs in the Tikveško polje region. The irrigation component is described as covering approximately 60,000 hectares.
This expanded scope adds complexity because energy production must be balanced with agricultural requirements. Environmental considerations and hydrological constraints are also cited as factors that need to be managed within a single infrastructure system.
Procurement framework and financing considerations
The proposed procurement approach uses the FIDIC Yellow Book, pointing to a design-build structure. Under this model, responsibility for engineering and execution shifts further toward the contractor. The framework is described as potentially improving delivery discipline and reducing design fragmentation.
Financing remains a key challenge for a project at this scale. It requires lender confidence, clear revenue mechanisms and robust governance structures to avoid long-term fiscal pressure on the state budget.
Regional context for storage delivery models
The significance of Čebren extends beyond North Macedonia’s borders, according to how it reflects regional delivery trends. Across Southeast Europe, strategic storage infrastructure is increasingly treated as too important to depend on uncertain private tender cycles. As renewable penetration rises and system flexibility becomes more valuable, governments may adopt direct or hybrid state-led models for critical energy assets.
