Liquidity Dominates Price Discovery in Southeast European Power Markets

Recent analysis of trading activity in Southeast European (SEE) electricity markets highlights the crucial role of liquidity in shaping price discovery, overshadowing traditional domestic fundamentals. January trading volumes indicate that markets characterized by robust liquidity experienced more stable and efficient price formation, while those with lower liquidity displayed significant distortions and delayed pricing signals.

Among the exchanges, notable increases in trading volumes were observed: IBEX recorded a rise of 24.10%, HUPX increased by 22.34%, OPCOM saw a growth of 17.02%, and HENEX experienced a surge of 23.48%. These exchanges have consistently demonstrated a responsiveness to marginal cost pricing, effectively reflecting fluctuations in fuel availability, hydro conditions, and import dynamics.

Conversely, SEEPEX and CROPEX faced declines in trading activity, with decreases of 12.45% and 27.50%, respectively. The reduced liquidity in these markets has heightened execution risks, leading to conservative bidding practices and a muted response to regional stress events. Consequently, pricing in these exchanges lagged behind broader market movements until external constraints necessitated sudden adjustments.

The analysis underscores that liquidity serves as both a price amplifier in constrained systems and a price stabilizer when conditions are balanced. In environments with deep liquidity, prices tend to fluctuate continuously; however, in thin markets, price changes can occur abruptly and erratically.

This month has reinforced the importance of liquidity metrics for trading desks, positioning them as critical components alongside generation data for assessing market risk. The volatility inherent in thinly traded markets can remain hidden until significant stressors emerge, potentially impacting overall market stability.
