Bulgaria’s 2026 hydropower rebound boosts electricity surplus and exports

Electricity generation in Bulgaria between 1 January and 9 August reached approximately 26,906 GWh, up 7.79% year on year. Consumption increased by 6.8% to 25,046 GWh, keeping domestic output above demand over the period. The balance supported a positive external position for the system.

The electricity trade surplus during the same timeframe was around 1,860 GWh, compared with 1,511 GWh in the corresponding months of the previous year. This change indicates that net exports expanded alongside rising consumption. The figures point to generation growth outpacing the increase in domestic demand.

Hydropower output drives the supply increase

The hydropower sector accounted for the largest shift in generation. Hydro output rose from approximately 1,811 GWh to 3,396 GWh, nearly doubling year on year. The increase added more than 1.5 TWh of electricity to Bulgaria’s system.

This matters for southeastern European wholesale markets because hydro generation can often be shifted toward higher-value hours, unlike solar output. Reservoir hydro’s flexibility supports balancing needs and can influence evening-price formation. Bulgaria’s stronger hydro position therefore supported both higher annual production and export capability.

Renewable generation on both transmission and distribution networks also increased during 2026. That additional supply further strengthened the overall generation picture. Together with hydro, it contributed to Bulgaria maintaining a net surplus while meeting rising domestic demand.

Bulgaria’s generation mix and regional market context

Bulgaria has historically maintained an exporting role in the Balkans based on a diversified mix of nuclear, thermal, hydro and renewable generation. The Kozloduy nuclear power plant provides baseload production, while coal-fired capacity continues to support system balancing. Growing solar capacity has increasingly changed daytime generation profiles.

The 2026 data indicate that Bulgaria absorbed rising domestic consumption while expanding its net electricity surplus. This capability is described as especially relevant during regional supply disturbances. Romania has recently faced the simultaneous outage of both Cernavoda nuclear units due to low Danube flows, while other Balkan markets saw weaker hydrology or higher summer demand.

A country holding an exportable surplus can capture higher prices during such periods and provide balancing energy across interconnected markets. Day-ahead pricing, however, shows that physical surplus does not automatically translate into consistently cheap electricity. Bulgaria has traded almost in line with Hungary, Romania, Slovenia and Croatia during periods of strong regional coupling.

Trade surplus growth and price formation dynamics

The rise in the trade surplus from 1,511 GWh to 1,860 GWh represents an increase of roughly 349 GWh. This occurred even as consumption expanded materially over the period. The figures therefore suggest that generation growth improved the external balance rather than only matching demand.

The source figures also indicate that cross-border prices increasingly depend on the marginal regional unit and available interconnection capacity rather than each country’s annual generation balance alone. In this framework, Bulgaria’s advantage is linked to export optionality when neighbouring markets pay premiums. Higher domestic generation reduces the likelihood that Bulgaria needs imports during tighter periods.

Cyclical hydropower outlook for planning

The hydropower component is expected to remain variable because reservoir and river conditions can change sharply year to year. The jump from 1,811 GWh to 3,396 GWh is therefore unlikely to repeat mechanically every year. The additional output should be treated as a strong contribution for 2026 rather than a permanent baseline.

This distinction is relevant for investment planning because solar and wind capacity can structurally expand the renewable base, while hydro performance remains partly cyclical. Bulgaria’s current position nonetheless supports one of the stronger generation balances in southeastern Europe based on rising domestic demand not eliminating export capability. Nuclear generation remains central to system operation alongside stronger hydro contribution.

The ability to maintain a sustained surplus is described as having strategic as well as commercial value in a region where outages and weather events can quickly alter cross-border flows.
