Bulgaria’s Energy and Water Regulatory Commission (KEVR) is carrying out its annual review of utility tariffs. Public consultations are scheduled on proposed electricity and district heating prices for the period from 1 July 2026 to 30 June 2027. In the regulator’s draft calculations, households are expected to see only moderate increases in utility bills.
KEVR’s proposal sets an average rise of around 3% for household electricity prices. District heating tariffs are projected to increase by an average of 4.58%. The adjustments vary across electricity suppliers, according to differences in operating costs and market conditions.
Supplier-specific electricity price adjustments
Under the draft tariffs, customers served by Electrohold Sales would face an electricity price increase of 3.11%. Consumers supplied by EVN Bulgaria Elektrosnabdiavane are expected to experience a slightly higher adjustment of 3.24%. Customers of Energo-Pro would see the smallest increase, with prices rising by 2.38%.
District heating request versus KEVR draft level
The proposed tariff levels are below the increases sought earlier in the year by energy companies. At the end of March, district heating operators submitted requests for an average price hike of 30.65%. They cited higher operational and energy costs in those filings.
KEVR’s current proposal limits the district heating increase to 4.58%. This would reduce the impact compared with the level requested by operators in their submissions at the end of March. The draft calculations cover the consultation period from 1 July 2026 to 30 June 2027.
Timing for potential implementation
If approved after the public consultation process, the new tariffs would take effect at the beginning of July 2026. They would remain in force for the following twelve months, covering the period through 30 June 2027. KEVR’s draft materials indicate an aim to limit pressure on consumers while maintaining utility providers’ financial stability.
The consultation process is part of KEVR’s annual tariff review cycle for electricity and district heating prices applicable to households during the stated timeframe.
